Work procedures on the activities of the Republican AIDS Center
Blood samples taken from citizens due to the possibility of HIV infection in medical institutions of the country, in special test tubes and accompanied by a referral approved by the order of the Ministry of Health No. 65 dated 31.08.2012, are delivered to the central laboratory and the Republican GEM laboratory.
If it is not possible to deliver the blood sample within 1 day, the serum part is transported for 5 days with special conditions. In case of non-compliance with the specified period, the blood and serum sample, when submitted to the laboratory, is declared unusable and disposed of.
Any citizen, including anonymous ones, can apply to the laboratories for examination. In each case, before and after the test, a consultation is held and the result is communicated to the citizen.
Biological residues of samples tested negative are disposed of. When positive blood samples are again tested positive by IFA, they are sent to the admission department of the Republican AIDS Center for a confirmation test (reference test).
Admissions Office
The Admissions Office carries out the following activities in connection with the tasks assigned to it:
Acceptance of primary HIV-positive blood samples for reference examination in other institutions, except for private and non-Ministry of Health institutions.
Acceptance of blood samples supplied from 5 districts of Baku (Karabakh, Binagadi, Yasamal, Sabail, Nasimi) for preliminary screening by the order No. 29 of the Ministry of Health dated 11.03.2011.
Reception of citizens who apply directly for the purpose of obtaining a certificate of examination and an international certificate, taking blood samples for examination.
Periodic HIV testing of employees working in occupations where HIV-infected people are not allowed to work.
Reception of citizens applying for testing in order to learn their HIV status anonymously (anonymous examination room).
In all cases, the blood samples taken are checked for suitability for examination, appearance (appearance, separation from serum, hemolysis condition, completeness of packaging, coding) and acted and disposed of if they do not meet the requirements for transportation. A copy of the acts is presented to the supplier at the next visit.
Blood samples collected from three sources (institutions, visual applications, anonymous examination room) are entered into a computer database in the registration rooms where they are received, coded and submitted to the laboratory for examination every 30 minutes together with accompanying documents.
When the results of the examination are delivered from the laboratory to the admission department:
The response to the positive samples received from the enterprise shall be sent to the head of the supplier in an envelope, signed and stamped by the head of the enterprise. Negative results are recorded in the second part of the shipment, signed by management, stamped and returned to the supplier.
In order to obtain a visual document, if the results of blood samples taken are HIV-positive, they are given oral information and are recommended to apply to the Department of Epidemiological Surveillance and Prevention for an epidemiological study. Accepting or rejecting a recommendation is voluntary for the individual. Examination results on negative results are provided to each applicant on the basis of the receipt received.
Applicants to the anonymous examination room will be notified of the screening results during the consultation, and if they are positive, they will be asked to contact the epidemiological department for investigation.
Department of Epidemiological Surveillance and Prevention
The Department of Epidemiological Surveillance and Prevention carries out the following activities in connection with its responsibilities.
Epidemiological investigation of the infection.
For this purpose, a repeat blood sample of the patient is taken by the epidemiologist for further examination, and if a positive result is obtained, this gives grounds to consider the possibility of a higher risk of HIV infection. In another test system, a blood sample is tested for the third time and a positive result is taken for the fourth or final time to confirm the presence of antibodies to HIV by immunoblotting.
Confirmation of HIV infection is made by the decision of the Expert Council on the basis of laboratory, epidemiological and clinical data on the basis of the presentation of the relevant structures of the Center.
Conducting epidemiological research (preparation of research document).
When the second examination of a citizen gives a positive result, the epidemiologist conducts an epidemiological investigation of the infection, searches for the source of infection, and if the result is another individual, conducts epidemiological measures around him.
